Past Address History / SSN Trace

Verocity offers an integrated tool that can pull a list of past addresses based on a person's name and Social Security Number (SSN). Then the past addresses can be used to populate county-level and state-level searches during the ordering process. This way, you can search all counties that are appropriate for the applicant in question. Please note that PastPlus updates their data on an on-going basis.

Following is some information describing PastPlus, along with the optional validation tool.

PastPlus

The PastPlus Address History product searches a database of collected information from thousands of sources. This database matches addresses, counties and SSNs to names. When ordering a PastPlus product, the information from this database is provided if the name that was searched is found on the database with a match to the SSN. If the name and SSN match, then you will be provided with all names and locations associated with that SSN. This may include some alternative name matches.

Through our proprietary linking technology, profiles have been built on over 34 billion records, representing 585 million identities and 739 million business contacts. Our databases have in excess of 45,000 data sources providing these updates as frequently as each data provider allows including daily, bi-weekly, weekly and monthly that include, but is not limited to:

This information is to be used for research purposes only and is not to be utilized as the basis for a hiring decision, according to FCRA guidelines. The SSN Trace is not an actual part of the FCRA process. Instead, the SSN trace is simply a lead generation process that is conducted as a precursor to an FCRA background check process. The presence (or absence) of an address itself provides no foundation to deny (or extend) employment or make any FCRA decision; therefore an address itself is not the foundation for a dispute process. An address should only be used by the screener to help narrow down the jurisdictions in which to conduct an FCRA investigation to a reasonable scope. If the FCRA investigation uncovers information that is to be used in taking adverse (such as finding and verifying a criminal record in a particular jurisdiction), then it is the criminal record (not the address) that is foundation for the FCRA decision, and it is the criminal record (not the address) that is subject to consumer dispute. In fact, according to some compliance agreements, address history cannot and should not even be delivered to the consumer or employer by the CRA. Per our legal council, we do not display "Past Address History results on any reports.

If the system cannot find a match between the subject's SSN and first name or SSN and last name the system will return a "No match found for given name and ssn" report result.

If the system is unable to find the SSN in the database, the system will return a "No Records Found for the SSN" report result.

The PastPlus Services provided pursuant to the Agreement are not provided by 'consumer reporting agencies,' as that term is defined in the Fair Credit Reporting Act (15 U.S.C. § 1681, et seq.) ('FCRA') and do not constitute 'consumer reports,' as that term is defined in the FCRA. Accordingly, the PastPlus Services may not be used in whole or in part as a factor in determining eligibility for credit, insurance, employment or another purpose in connection with which a consumer report may be used under the FCRA. Additionally, FCRA and non-FCRA reports should be separated because consumers have certain rights with respect to consumer reports (including dispute process, requiring CRA to investigate) that do not apply to Person Search reports.

PastPlus with Validation Tag

The PastPlus Address History with Validation product hits a similar database and also performs some additional assessment by the database, which calculates whether the SSN is a valid Social Security number or not. If the SSN is not valid, the system will display No Records Found for the Given SSN. If you receive a validation statement of deceased, then the applicant is using an SSN that is associated to a deceased person. This product also includes information of when the SSN was issued and from what state it was issued. If you are receiving the PastPlus Address History with Validation product, you will see this information displayed like this:

This valid statement is based on a mathematical assessment by the database that equates valid to the greater statistic of the provided name as a match to the SSN. If this equation shows matches to another name that reduces this statistic you may receive a valid statement of maybe or no. If you receive a valid statement of deceased then the applicant is using an SSN that is associated to a deceased person and is a high indication of fraud.

From time to time, you may see Enumeration At Entry in the State Issued row. This simply means that the person recently immigrated and received a Social Security Number (that is, their number was chosen, or "enumerated," when they entered the country). Normally, the Date Issued will be a fairly recent year in this case. (For more information, see https://secure.ssa.gov/apps10/poms.nsf/lnx/0100202315.)

While we would like to be able to provide validation from the Social Security Administration in these searches, it is not currently possible. Due to government regulations, any information provided directly from the Social Security Administration must be requested manually with their official documentation including their applicant consent form. This process can take from 2 days to a week and is not a part of the PastPlus service.

Targeted Address History

This option, when enabled, will limit the client's SSNT results to the last 3 address locations in their address history. This will allow the past address history trace to populate the last 3 counties that were registered for that Social Security number in order to limit costs for HR clients that are unwilling to run a full address history. The option is located under the client level only, under Additional Settings. If you would like to enable this option please input a support ticket for options.
