deverus is proud to announce a new resource for Motor Vehicle Records with Tessera Data ( formerly known as Themis - TML ). Tessera offers MVR results in just a matter of minutes, with the exception of Hawaii, which will return results in just a few hours.
Unlike competitors, Tessera Data MVRs do not use Batch States! This means you’ll get results back faster since you won’t have to wait for a batch of records to be run.
Areas covered by Tessera Data:
● All US States, except Pennsylvania
● Washington D.C.
● Puerto Rico
Areas not covered by Tessera Data:
● Canada
● Pennsylvania
How to Setup Tessera Data as Your MVR Source
Getting Tessera Data enabled as your MVR source takes just a few steps:
Contact Tessera Data to update your state forms at [email protected]
Tessera Data will request necessary agreements to be signed. These consist of a contract between the CRA and Tessera Data
Tessera Data will provide a secure email with credentials.
Create a ticket with deverus support including a copy of the signed agreement and credentials.
deverus will make the integrated connection between the CRA system and the new Tessera Data account.
You may then enable Tessera Data for individual states within your deverus admin -> researcher network
In the researcher network for Driving History Report, there is also the option to set "Require Consent" per state. This means for each MVR order in the state, the user will be required to upload a file before ordering the MVR.
DPPA Codes
A DPPA Code stands for the Driver Privacy Protection Act (DPPA). Some states require a purpose (the DPPA code) for which the MVR is to be researched.
There are only three DPPA codes: E-Employment, I-Insurance, and V-Verification. The default for all states is E for Employment; however, these codes can be set individually by state. Please reach out to deverus for help updating the DPPA codes specific to your business needs.
State Sub-accounts California and Pennsylvania
A Sub-account is needed when an individual state requires the CRA or a client of the CRA to have approved access in addition to the data provider (Tessera Data) for requested motor vehicle records. This process is different for each state and can require either an online account, paper mailed form, or both. Currently only CA and PA require these Sub-account codes.
If you have been ordering integrated MVRs for CA and/or PA with another provider, you most likely have these Sub-account codes already. If you are not sure, reach out to your previous provider as they most likely have these codes on file for your account.
Ordering California MVRs
To receive your Sub-account info for California, you have three options:
1. Reactivate an existing account with Tessera Data as your provider.
2. Complete this required form and mail it in.
3. Call (916) 657- 5564 to create a California account.
Ordering Pennsylvania MVRs
Tessera Data does not currently support PA electronic MVR orders. They are currently negotiating PA MVR services for Q1 2022.
Setting Record Type with Tessera Data
Some individual states researched by Tessera Data have the option to search back a specific number of years. This is called the Record Type. The following states have the ability to change the years searched with the Record Type setting:
● Florida 3/7
● Georgia 3/7
● North Carolina 3/7
● South Carolina 3/10
● Wyoming 3/10
These can be configured in the deverus Admin module. Please reach out to deverus for assistance with changing these settings.
Setting Fees with Tessera Data

Please Note: deverus only bills the CRA for pass through state fees.
Any contractually obligated fees not limited to but including transaction or service fees may be invoiced to the CRA from Tessera directly.
Color Coded Results
Based on the result returned (VALID/INVALID/EXPIRED/UNKNOWN), the color code of the result will vary:
● If the status returned is VALID, then the color code is green.
● If the status is VALID, but the expiration date is not present, then the color code is orange.
● If the status is VALID, but the issue date is not present, then the color code is orange.
● If the status is VALID, but the expiration date is older than the report creation date, then the color code is orange.
● If the status is EXPIRED, then the color code is orange.
● If the status is UNKNOWN, then the color code is orange.
● If the status is INVALID, then the color code is red.
