It was reported that saving a SHM 'with review' order as a draft removed the SHM fee on the report. We removed the "Save as Draft" button when reviewing Swifthire Mobile 'with review' orders as these waiting orders are already essentially drafts.

We fixed an issue that was preventing the CRA from previewing SHM custom consents.
