In your researcher network, you will find researcher ID: deverusresearcher. Make sure the Communication Method for this researcher is set to 'Vero to Vero Connection,' and the Other Vero System is set to 'InfoPlus.'

Navigate to Researcher -> Researcher Network -> Statewide Criminal. From here, you can choose 'Add Statewide Criminal Researcher to every state,' or you can click the individual state and assign the InfoPlus researcher. The detailed steps can be found here: Configuring the Researcher Network.
